Francion Brooks

Of Counsel – Competition and antitrust

Francion advises on EU and UK competition law across the full spectrum of contentious and non-contentious matters, with particular strength in the life sciences and technology sectors.

She has over 10 years’ experience advising on competition disputes and FRAND-related issues. Her practice also covers merger control, competition investigations, and engagement with UK and EU authorities, including advising on the CMA’s powers under the DMCC Act in relation to consumer enforcement and the UK digital markets regime.

Francion regularly advises on complex commercial agreements and behavioural issues, particularly at the intersection of competition law and intellectual property. She acts for clients in highly regulated, innovation-driven industries.

With a background in Mathematics and Competition Economics, she brings strong analytical rigour and economic insight to complex competition matters.

Some of Francion’s recent experience includes:

  • Acting for Panasonic and Philips in UK litigation seeking a FRAND licence.
  • Advising Bestway on its acquisition of the UK pharmacy wholesale and retail business of Lexon, one of the fastest Phase 1 clearance decisions before the Competition and Markets Authority (CMA).
  • Leading on the competition law defence for a Japanese pharmaceutical company in an arbitration in connection with the development and subsequent commercialisation of a blockbuster monoclonal antibody therapeutic.
  • Assisting an animal medicines manufacturer with the CMA’s market investigation into the veterinary sector.
  • Working at the CMA (on secondment) to develop the new Vertical Agreements Block Exemption Order (VABEO).

Francion has spent time on secondment at the CMA, Google and at the antitrust teams of two Chinese law firms.
